Home Policy Cameroon reviews CFA174.6bn Dibamba bridge plan with European lenders

A joint mission of the French Development Agency (AFD), the European Investment Bank (EIB) and the European Union presented a programme worth EUR266.2 million, about CFA174.6 billion, to Public Works Minister Emmanuel Nganou Djoumessi on 2 November 2026, the ministry said. The programme covers reconstruction of the Edea-Douala section of National Road No. 3, a second bridge over the Dibamba and rehabilitation of the existing bridge.

The financing envisages EUR125 million from the AFD, EUR100 million from the EIB and EUR39.2 million from the European Union, the ministry said. Those contributions total EUR264.2 million, EUR2 million less than the announced envelope. The ministry also cited a Cameroonian state contribution for taxes and costs not eligible for external financing, without giving an amount. The AFD and EIB contributions remain subject to approvals expected in December 2026 and February 2027 respectively.

The ministry did not say how much of the envelope is reserved for the bridge or which company will build it. Magil Construction, a Canadian firm, signed a commercial contract with the government in December 2019 that initially covered rehabilitation of Douala's eastern approach road and the second Dibamba bridge. In 2021 only the road component obtained financing. On 24 February 2026, Magil representative Ralph Tropea presented the ministry with a proposal to raise financing from international partners for the bridge, according to the ministry's communication unit.

Work on the Edea-Douala section is targeted to start between June and July 2027.
