Shanda Tonme, who presents himself as the Universal Mediator, wrote to President Paul Biya on 19 October 2026 asking him to move urgently toward the adoption of dual nationality, the letter states.
In the correspondence, Tonme describes Cameroon's current legislation on nationality as "obscurantiste", a French term for obscurantist, and calls for it to be changed.
The letter gives no draft bill and names no parliamentary procedure. It is addressed to the head of state, who under the constitution shares the power to initiate legislation with parliament and can submit texts to the National Assembly.
Cameroon's nationality rules have long restricted citizens from holding a second nationality, a constraint that affects sections of the diaspora in particular. The letter does not say what legal text Tonme proposes to replace the current one.
The presidency has not publicly acknowledged the correspondence. No bill or parliamentary timetable has been attached to the request.
