President Paul Biya appointed William Azebaze Jiofack director general of the Road Fund by decree signed on 5 November 2026, the presidency said. The brief of 5 November 2026 reported the appointment and the decree, No. 2026/343. The new decree follows decree No. 2025/293 of 10 July 2025, which turned the fund into a public establishment with legal personality and financial autonomy, replaced its management committee and administrator with a board and a director general, and gave the director general a three-year mandate renewable twice.

Azebaze Jiofack was attaché at the Secretariat General of the presidency, appointed on 31 August 2022. He succeeds Aubin Essaie Moussa, who headed the fund as administrator under the old structure and was confirmed on 26 April 2022. The post had been vacant for about 16 months.

The 2025 decree widened the fund's remit to toll roads not under concession, collection of certain revenues and borrowing on national and international markets. It set three spending windows, with 95% of the budget for operations and 5% for running costs and audits. It also dissolves the Road Revenue Security Programme (PSRR), whose missions and assets transfer to the fund.

The brief of 5 November 2026 noted that the fund faced accusations of misappropriation of nearly 1 billion XAF, with official Hippolythe Minkeng Mboua sought by authorities, and a global audit ordered in November 2025. The new director general's mandate includes revenue mobilisation, expense eligibility checks and payments, under a board that adopts the budget and approves accounts.
