Divisional Commissioner Henrick Walter Elouna, until now head of the judicial police regional division for the South, was handed to the special prosecutor's office of the Special Criminal Court, the court competent for economic and financial offences. The journalist Mimi Mefo published that the senior officer is among the main names cited in the investigation into an alleged diversion of fuel within the Delegation General for National Security, the DGSN.
The authorities have not officially stated the charges he might face. The case has already led to the detention of about 50 police officers, who are being heard at the Groupement special d'operations in Yaounde, according to the same account. The financial loss cited is estimated at nearly 40 billion CFA francs.
The other account in this cluster concerns the DGSN's fuel supply rather than the court proceedings. Two letters dated 6 October 2026 set out the situation. In one, the Cameroonian Petroleum Depots Company, the SCDP, told the delegate general for national security that withdrawals on behalf of the DGSN had emptied its security stocks, the state reserves held to keep supply going in an emergency. The SCDP put the withdrawals at 11,543,613 litres of super and 11,221,664 litres of diesel up to the end of July 2026, nearly 22.8 million litres in total. It asked that the parties return the stocks consumed before it resumes deliveries, and that the personnel authorised to sign removal documents at its depots be formally designated. It also reported a commercial debt of 204,887,493 CFA francs, corresponding to a pre-VAT sharing rate of 9 CFA francs per litre.
A second letter from the Minister of Water and Energy, Gaston Eloundou Essomba, went to the minister of state, secretary general at the presidency. The minister said he received instructions in 2024 to engage an operator to supply the DGSN urgently while stocks were rebuilt. The Ministry of Finance signed an agreement with Neptune Oil S.A. for that purpose, and a replacement of 5,860 cubic metres of fuel consumed between 2022 and 2023 was carried out for 4.875 billion CFA francs. That amount remains unpaid despite commitment, liquidation and authorisation, the minister wrote. By 6 October 2026, according to the minister, the total volume consumed by the DGSN was 22,765 cubic metres, worth more than 21 billion CFA francs. That volume includes fuel belonging to private oil operators who are asking the SCDP to replace it, the minister wrote, exposing the SCDP to legal and financial risk. To address the structural problems of relying on a private operator, the minister proposed attaching the DGSN to the supply system for the defence forces run by Tradex S.A., the model used by the Ministry of Defence and the Presidential Guard. The presidency has not stated its decision.
Both accounts were published on 9 October 2026. Neither the DGSN nor the Special Criminal Court prosecutor's office has publicly stated the charges against Elouna, his plea, or the period covered by the alleged diversion.
