Biya sets 30 percent investment target in 2027 budget circular

Home Policy Biya sets 30 percent investment target in 2027 budget circular

President Paul Biya signed the circular preparing the 2027 budget on 12 October 2026. It sets a target of at least 30 percent of the general budget for investment, with priority for projects already under way and for payments still owed, and it restricts the start of new projects in some administrations, which the text does not name.

Paragraph 66 states that "le démarrage de nouveaux projets est proscrit, selon le cas, pour le budget 2027". New investment can still be entered in the space left after current projects and pending payments are counted. A provision equal to 2 percent of 2026 capital spending from ordinary domestic resources must cover spending committed but not yet authorised for payment in the previous financial year.

The circular projects growth of 3.6 percent, inflation of 3.2 percent and a deficit, grants included, of 2.7 percent of GDP for 2027. The budget directorate reported that 26.2 percent of investment credits had been authorised for payment at the end of June 2025, 432.7 billion XAF of 1,650.2 billion XAF planned.

The brief of 15 October 2026 said the indicator to watch was a decree convoking the electoral body. No convocation has been published. Parliament opens its session on 10 November 2026 to examine the 2027 finance bill.
